The Nigerian Shippers’ Council (NSC) has responded to recent criticisms surrounding the tariff increment implemented by the West Africa Container Terminal (WACT), affirming that the approval was granted after rigorous assessments and consultations with stakeholders.
Council’s Approval Within Industry Benchmark
The NSC emphasized that the tariff increment was duly reviewed and approved, ensuring that the rates remain within the acceptable industry benchmark and align with prevailing economic realities. This approval process guarantees that all tariff adjustments are fair, justifiable, and sustainable for both service providers and port users.
Consultation with Registered Clearing Agents
Prior to implementing the new tariff structure, WACT engaged extensively with registered clearing agents in Onne, including the Association of Nigerian Licensed Customs Agents (ANLCA), the National Association of Government Approved Freight Forwarders (NAGAFF), and the Association of Registered Freight Forwarders of Nigeria (ARFFN). These discussions led to a mutual agreement to phase the implementation, easing the impact on port users.
Phased Implementation Agreement
WACT initially implemented the first phase of the tariff increment, which was accepted by service users. Following consultations and considerations, the final phase was scheduled for implementation after a one-month and two-week notice period, ensuring transparency and adequate preparation.
APFFLON’s Non-Participation in the Sensitization Programme
The NSC dismissed claims by the Africa Association of Professional Freight Forwarders and Logistics of Nigeria (APFFLON) that they were excluded from the consultation process. According to WACT, APFFLON failed to obtain an introductory letter from the Council for the Regulation of Freight Forwarding in Nigeria (CRFFN), a prerequisite for recognition as an agent.
