Dr. Charles Okaga an accomplished academia attended several job trainings, which today come in handy as one of the top experts in the ports and Maritime industry.
Dr Okaga was the 27th Port Manager of the Nation’s Premier Port, Apapa, and currently the General Manager, Operations Nigerian Ports Authority.
He is a seasoned administrator, result driven and a great team player.
Prior to his current role, he served in various strategic positions which includes Technical Assistant to the Managing Director, PA to the Executive Director Marine and Operations, PA to the Port Manager Tincan Island Port, PA to the General Manager (OPS) (HQ), PA to General Manager Eastern Zone, and PA to General Manager Western Ports.
An Alumni of the prestigious University of Calabar, where he secured a Bachelor of Science Degree in Geography and Regional Planning in the year 1991.
His othe qualifications include, Bachelor of Law (LLB), Master of Science in Transportation Planning, Honorary Doctorate Degree in Leadership and Corporate Governance from the European-American University, Panama.
He also has as part of his rich resume Fellow Chartered Institute of Logistics and Transport (CILT), as well as fellow Institute of Corporate Administration
Part of his rich vein of experience includes serving in some key committee within and outside of the Authority, prominent among which are:
Presidential Standing Committee on Private Jetties.
Head of the NPA Stevedoring Desk.
Member of the Project Delivery Team for Ibom Deep Sea Port.
Secretary of PMAWCA Sub-Regional Committee on the attainment of the requirements of the ISPS Code.
Member of the Project Delivery Team for Export Processing Terminal and numerous other notable committees on Port development locally and internationally.

His appointment as the Chairman Project Implementation Committee on Traffic Management and Electronic Call-Up System contributed in no small measure in restoring sanity to the endemic and monstrous traffic gridlock along the Port access roads, stretching from Ijora to Wharf gate through Creek Road to Liverpool as well as the Mile 2 and Tin-Can Island Port axis. This was achieved through joint efforts of men of Lagos State Government, the Police, Port Manager Tin-Can and the cooperation of stakeholders.
The “never say die” spirit of Dr. Okaga together with a strong case of patriotism emboldened him to provide the right leadership for the clearing of the Port access roads that had defied all solutions for almost a decade including high profiled Presidential Committees.
